I did it on a cap so that’s why there isn’t more layers but. Add your text and then double click on the text layer on the right hand side. 
Then you go and click on stroke and change the size to 1px.
Then you click OK and right click on the text layer, and click on Duplicate Layer. 
Then you should have 2 text layers, you can delete the one one the bottom and the black outline should appear on all of your frames.
